I suspect it was mostly regression to mean, i.e., the unintended pregnancy rate was high after the sexual revolution and then gradually started returning to an equilbrium rate.
That being said, the 1990s-era campaigns against teen pregnancy likely helped move along the regression to the mean.
Increased condom use in the 1980s is an interesting hypothesis. I will add it to my list of things to investigate.
